Tourist cannabis rules: ID, airports, and state lines
Visitors can often buy in legal states. They still cannot fly with it or drive it home across a state line.
Legal adult-use states generally let visitors 21+ buy from licensed retailers with government ID. Residency is not required in California or New York adult-use shops.
Federal law still treats cannabis as illegal. TSA checkpoints and aircraft are federal. Do not put flower, vapes, or edibles in a carry-on or checked bag.
Crossing a state line with cannabis remains illegal even when both states have adult-use laws, unless a specific compact says otherwise. None of the cities in this guide currently work that way for tourists.
Public consumption rules vary. New York is stricter than many California cities. Follow posted signs; a hotel room is not automatically allowed.
